Well we’ve built in system in theme option by which you can set what to notify user & when the ad is approved. If you still want to use a customized email notification then I think you can use notifications plugin.

Any newly created advertisement can either be published (and then the advertiser will receive a message by mail that his advertisement has been published), or remains in the “Approval” tab. Yes, you have provided such features by default, when Publishing, the advertiser is notified. But they did not provide if it was erroneous or did not meet the requirements. Currently we’ve only 2 mail system which is for ads publish & pending status. Well if you want as I’ve provided you a plugin with which you can easily create a trigger for ads rejection & send mail to specific user. Please check whether you can do this using the plugin & let us know.

Go to their description & you’ll notice they’ve tutorial on how you can create a trigger to do this. If you want conditional statement then you’ve to add their custom addon listed on the description. Please go to the link & read the plugin description by which you’ll be able to create your email template.
